Rules for proposal of motions at USI Congress

  1. Any motions submitted in the topic Gaeilge should contain an English and a Gaeilge translation of the motion.
  2. Motions should not normally exceed 2,500 words.  If a motion refers to a supporting document, it should be submitted with the motion. In any case, any document to be considered by Congress alongside a motion must be submitted through this system by the close of the deadline.
  3. All motions submitted will be subjected to the scrutiny of the Steering Committee to determine constitutionality – motions which appear not to be constitutional will be ruled out of order and not debated.
  4. At the end of the motion prioritisation process, motions which appear to the Steering Committee to be very similar will be prioritised with the first received motion debated first.
